At all board meetings (regular, special, organizational, emergency or study session), any person in attendance wishing to speak to the board shall fill out an “audience participation request card,” which are available on the handout table, and turn it in to the board president in advance of the meeting. Request cards will not be accepted after the meeting has started. The rules for proper protocol are available through the secretary prior to the board meeting and are printed on the back of the audience participation request cards. Any audience participation cards not called upon will be forwarded to administration for proper contact. Personal attacks on individuals will be ruled out of order by the chair. A person may be excluded from any public meeting for a breach of the peace committed at that meeting.
A. Regular, Special and Emergency Meetings
- Agenda Items: Any person who wishes to speak to an agenda item will be recognized by the board president after board discussion on the agenda item. The board reserves the right to limit discussion and requests that all comments be limited to three minutes or less. The board president may modify these limits according to the number of people wishing to speak. Persons wishing to speak may do so upon being recognized by the board president.
- Non-Agenda Items: Any person may address the board during the “audience participation” portion of the agenda. Persons speaking are asked to limit their comments to no more than three minutes, with a total of twenty minutes provided for “audience participation.” Persons wishing to speak may do so upon being recognized by the board president.
B. Study Sessions
Members of the audience will be provided an opportunity to raise questions at a study session during the “audience participation” portion of the agenda. Any person wishing to raise a question will be permitted to do so upon recognition by the board president. Ten minutes shall be allotted for such discussion and individuals are asked to limit their comments to a maximum of three minutes. Personal attacks on individuals will be ruled out of order by the chair. A person may be excluded from any public meeting for a breach of the peace committed at that meeting.
C. Written Communications
Written communications to the board may be directed to the board secretary or to the superintendent. These letters may be read during the “correspondence” portion of the regular meeting, or a synopsis may be given of the letters. No anonymous letters will be read.
D. Matters Allowed for Discussion
The only restriction to matters allowed for discussion is that the chair may rule out-of-
order any matter not within the board’s jurisdiction to act.
Handling of Complaints (Cf. KN)
Complaints shall first be considered through proper channels before being considered by the board.
Neither the board as a whole nor any individual member will entertain or consider communications or complaints from teachers, parents, patrons or employees until they have first been referred to the superintendent. Only in those cases where satisfactory adjustment cannot be made by the superintendent shall communications and complaints be referred to the board after hearing evidence submitted by the superintendent.
